BT22 Image Upload System

The idea for this came from Chaos Redefined's Image Upload System for 2.0. With his permission, I have taken this over and created an Image Upload System based off of his. Most of the code has been rewritten, but the look has remained similar. I'm thinking about changing the look in the next release of this (if this does well enough).

Features:
Allows members to upload images like an image host
System name and description are configurable by admin cp settings
Guests can't view or upload
Gives image url, bbcode url, html url, and image preview after uploading
Extensions and file size limit are configurable by admin cp settings
Installs in only a few minutes
More features are planned for the next release.

- Fixed issue with size not being checked correctly
- Updated installation instructions fixing a typo

Version 1.0.2
- Made compatible with IPB 2.2
- With using the installer listed below, the skin is now installed to the database
